The Associated Press Staff. Sergei Furgal, the governor of the Khabarovsk region along the border with China, was arrested in Khabarovsk and was flown to Moscow and has been arrested on charges of involvement in multiple murders. Tens of thousands of people marched Saturday across the Russian city of Khabarovsk on the border with China to protest the arrest of the regional governor on murder charges, continuing a wave of protests that has lasted for two weeks in a challenge to the Kremlin.
Sergei Furgal has been in a Moscow jail since his arrest on July 9, and Russian President Vladimir Putin has named an acting successor. Protesters in Khabarovsk see the charges against Furgal as unsubstantiated and demand that he stand trial at home. Unlike Moscow, where police usually move quickly to disperse unsanctioned opposition protests, authorities haven’t interfered with unauthorized demonstrations in Khabarovsk, apparently expecting them to fizzle out over time.
But daily protests, peaking at weekends, have gone on for two weeks, reflecting anger against what local residents see as Moscow’s disrespect of their choice and simmering discontent with Putin’s rule. Local officials’ attempts to discourage people from joining the demonstrations by warning about the risk of coronavirus infection have been unsuccessful. Bring him here, and a fair and open trial will decide whether to convict him or not.

It seemed like a strange response by the Kremlin to the thousands-strong street protests that have swept the region since its former governor—fellow LDPR representative Sergei Furgal—was arrested on suspicion of ordering contract killings. Protest-minded voters in the region back then were ready to vote for anyone in order to defeat the candidate backed by the regime. Furgal had not even bothered to campaign.
The Kremlin saw this as a dangerous precedent that cast doubt on the entire system of managed election campaigns. His arrest—on charges that date back fifteen years—and public disgrace are a warning to all other spoiler and decorative candidates, designed to quash any ideas of political autonomy. The election of three in-system opposition governors in Khakassia, Vladimir, and Khabarovsk in exposed a problem that had been mounting since the end of , when Sergei Kiriyenko replaced Vyacheslav Volodin as head of domestic politics within the presidential administration.
The relationship between the presidential administration and the Communist Party and LDPR had become cooler and more formal, with little dialogue between them. If Volodin saw the Communists and LDPR as players on the same team as the regime, Kiriyenko views them as inherited vestiges of the past. Unlike Kiriyenko, Volodin knew how to maneuver, bargain, and take into account the different interests of the in-system parties.

Tens of thousands of people in the far eastern Russian city of Khabarovsk have taken part in a protest march over the arrest of a popular regional governor on murder charges. Following his detention earlier in July , Sergei Furgal was flown 3, miles to Moscow where he has been in jail for two months. His supporters say his arrest is politically motivated and they see the serious charges as unsubstantiated.
They want him to stand trial at home instead of the Russian capital, in a challenge to the Kremlin amid discontent with Vladimir Putin ‘s rule. This is the third weekend in a row where there have been protests by thousands in Khabarovsk, which is close to the border with China. There have also been demonstrations on weekdays, though not as big, over the detention of Furgal, who was elected governor of the Khabarovsk region in It is unusual for such large protests to be allowed in Russia’s regions and also for authorities not to try to break them up.
